Bio: As Senior Partner and a principal of Gentile Glas Holloway O’Mahoney & Associates, Mr. Gentile is responsible for the daily management, operations and marketing of the firm as well a managing and participating in all project design and direction. He continues to represent projects before public agencies and has had principle responsibility for the implementation of these projects as well. His extensive experience in the professions of landscape architecture and planning continues to provide valuable input to both public and private projects alike.

Clarence Sirmons
Clarence Sirmons serves as the Director of Development Services for the City of Riviera Beach. He brings a diverse professional background to this exciting role. Clarence began his career as a researcher for the Virginia Tech Office of Economic Development where he worked on consultation projects for local governments in Appalachia. He later served as Planner for the City of Houston, Texas where he focused on programming for the city’s comprehensive infrastructure plan. Clarence also served as Sustainability Coordinator for the University of St. Thomas, where he spearheaded the university’s green initiatives and served as a professor for courses in Urban Planning as well as Environmental Sustainability.
Most recently, Clarence served as the Development Services Manager for the City of Pearland, Texas. During his tenure, Clarence helped shape the land development process for one of the fastest growing cities in the United States, while maintaining a strong emphasis on customer service and efficiency.
Clarence attended high school in nearby Boynton Beach and later enrolled in Florida A&M University where he earned a bachelor’s degree in Architecture with a minor in Construction. Upon graduation, Clarence attended Virginia Tech where he earned a master’s degree in Urban & Regional Planning. Clarence holds also professional accreditations from the American Institute of Certified Planners, the American Planning Association, Urban Land Institute, and is a LEED Green Associate; he also served on the National Diversity Committee for the American Planning Association.
Thuy T. Shutt
Thuy (“Twee”) T. Shutt joined the staff as Assistant Director, in July 2017 and in September 2021 became the Executive Director. Thu is a licensed architect and a certified FRA Redevelopment Administrator with more than 29 years of professional experience in the public and private sectors. As a graduate from the College of Architecture and Urban Studies at Virginia Tech, her design background began in the D.C. metropolitan area in a traditional architectural practice and then continued when she moved to South Florida where it expanded to include comprehensive planning and real estate development. She served as Principal Planner for Palm Beach County Zoning Division and progressed to community development as the City of Delray Beach’s first Urban Designer and later as a Senior Land Entitlement Manager for Centex Homes and Assistant Director of Palm Beach County’s Westgate/Belvedere Homes CRA. Most recently she was the Assistant Director of the City of Delray Beach CRA and is a member of the Palm Beach AIA Women in Architecture.
Thuy has also served on a number of advisory boards, including Delray Beach Planning & Zoning, Site Plan Review and Appearance, Housing Authority, and Large Home Task Force, PBC Infill Redevelopment Task Force, Urban Redevelopment Area and Land Development Regulatory Board Subcommittees, and Overall Economic Development Program Committee. She currently represents PBC on the Treasure Coast Regional Planning Council Comprehensive Economic Development Strategy (CEDS) Committee, a committee consisting of representatives from Palm Beach, Martin, St. Lucie, and Indian River Counties. The CEDS Committee is required by the US Department of Commerce Economic Development Administration to develop strategies to address economic development issues, including the diversification of the region’s economy and job expansion.
Joan Oliva
She joined the Lake Worth Community Redevelopment Agency (CRA) in 2007. Joan has twenty years of redevelopment experience, with a Bachelors and a Masters Degree in Urban & Regional Planning. She began her economic development career working for the City of Fort Lauderdale in both Planning and Design and later for the Redevelopment Agency. In 2010 she assembled a team of 19 various agencies and successfully carried out a $23 million Neighborhood Stabilization grant creating over 170 new housing units. She manages numerous grant projects, has experience in business attraction, community development, budgeting, land assemblage and capital projects.
